- You are unable to create a local account during Windows 11 setup
- An internet connection is required to proceed with the setup
AND/OR
Microsoft started making it more difficult to create a local account during Windows setup with Windows 10 version 1903 (2019) for Home edition users.
The option to create a local account was removed for users who were connected to the internet during setup.
For Windows 11, Microsoft went further by removing the local account option from the setup process for both Home and Pro editions starting with Windows 11 22H2 (2022).
construction Workaround
- Disconnect from the Internet before booting the machine
- Unplug the Ethernet cable or turn off Wi-Fi (if possible)
- If you're installing the OS on a virtual machine, disconnect the network adapter (NIC)
- Boot into the setup
- Proceed with the setup until you reach the "Let's connect you to a network" step On this page the "Next" button will be greyed out, and the only available options will be to connect to a network or install drivers.
- While holding the SHIFT key, press F10 to open a Command Prompt
- Type the following command, then press ENTER:
- After the reboot, the setup will restart from the region selection step. Proceed with the setup until you reach the network connection page again
- If you followed the steps correctly, you will now see a new option: "I don’t have internet" (to the left of the greyed-out "Next" button).
- Select "I don't have internet" to continue with local account creation. You will be prompted to set up a username, password, and three security questions 📌 TIP: This workaround also allows you to skip mandatory updates during setup.
